Items
These items are found by repeatedly searching a province. Most of
the time, the 'search' command is pretty useless, just showing what
fifth units (if any) are in a province. However, if you have the
resources to set a couple of provinces to search continually, you'll
occasionally find these items instead, which can drastically change the
course of the game.
